HR and Payroll Manager

Location: Saltash

Salary: £40,000 - £45000 (pro rata)

Contract: Permanent

We are looking for an experienced and accomplished Human Resources & Payroll Manager to join one of the SEN school's who we are in partnership with. This post is a vital role providing operational human resources support to the staff, leadership team and Board.

The right candidate will be an experienced HR professional, ideally gained within Education, that is able to hit the ground running and operational experience in HR & Payroll systems.

You will support the Head Teacher and Board in providing operational guidance, support and action on all HR employee relations matters. You will have strong employment law knowledge and be able to demonstrate expertise in employee relations. You will be confident, have excellent organisational skills and be a strong team player. Although not essential, an understanding of HR & payroll within a school setting will be vital to ensure your success in this role.

Job Purpose: 

• To ensure the efficient operations of the Human Resources & Payroll functions across our schools support the Head Teachers and the Board

• To provide a professional, efficient and effective HR administration and advice service across the school in accordance with agreed policies and procedures, ensuring compliance with all relevant legislation

• Maintain confidentiality and high professional standards at all times

• Managing an efficient & effective payroll service

• Provide and deliver a strategic People Plan in collaboration with the Head Teacher and Board

 

Responsibilities/Duties

• Provide a professional, efficient, confidential and proactive HR support service in conjunction with the external HR provider (where appropriate)

• Produce quality work that meets deadlines and is accurate and professionally presented

• Ensure that all returns and reporting are completed accurately & to deadlines

• Advise and support staff on HR/Payroll matters, ensuring compliance with policies and procedures

• Be the first point of contact for HR related enquiries

• Deliver excellent customer service at all times

 

Recruitment & Appointment

• Oversee the recruitment process ensuring all the policies and procedures are adhered to

• Ensure appropriate Job Descriptions & Role Profiles are in line with roles

• Oversee the issuing of offer letters, contract variation letters and organise contracts as required

• Oversee DBS checks in line with current guidance

• Oversee the Single Central Records in line with current guidance

• Oversee compliance with Safer Recruitment requirements

• Support induction programmes for all staff

• Monitor probationary periods for support staff and ensure that probationary reviews are carried out at the correct time

 

Staffing & Payroll

• Ensure any changes to role, grade or pay follow the agreed approval processes and are processed as per the agreed procedure

• Lead on and co-ordinate all matters related to payroll and pensions, ensuring accuracy, compliance and appropriate approval at all stages. Oversee the preparation of the monthly payroll and undertake monthly reconciliation of the payroll

• Co-ordinate the annual appraisal, performance management and pay review administration, undertake reviews of job descriptions and person specifications

• Maintain the staffing costs information for the School and prepare projected costs for current year plus three

• Maintain the staffing establishment records and support the Head Teacher and Board with resource planning

• Coach Line Managers on all HR policies and procedures

• Conduct disciplinary/ grievance meetings where and when appropriate

 

Human Resources Administration

• Provide advice to staff regarding Employee Relations issues, referring to the external HR provider as appropriate

• Provide HR support at formal Employee Relations meetings, including drafting invite letters and hosting or attending meetings as a note taker

• Where appropriate, carry out investigations including providing advice and guidance to colleagues as necessary

Refer colleagues to occupational health in collaboration with the Head Teacher

• Manage the exit interview process, including conducting exit interviews as required

• Providing reports for the Board/ Governing Body and provide accurate and timely management information as and when required

• Develop statistical data to provide performance indicators in relation to absence data, retention data, recruitment data in order to improve value for money, staff retention and staff wellbeing

• Maintain a HR policies and procedures and ensure policies requiring review are drafted in line with current best practice and statutory requirements in readiness for governing body approval

• Oversee equal opportunities, recruitment feedback etc. and provide reports as required

• Ensure electronic HR files are created and maintained in keeping with guidance relating to this including GDPR

• Manage statutory returns e.g. Workforce Census, Pension Returns

• Ensure compliance re Data Protection at all times, provide advice around GDPR

 

Absence Management

• Oversee requirements for supply authorisations

• Work closely with supporting agencies to ensure best rates for supply teaching/ recruitment needs

• Ensure the Managing Absence Procedure is followed and where absence indicators require additional action to follow up appropriately

• Maintain absence records for internal and payroll purposes, oversee the quality control of this information

• Create absence reports as required

• Oversee risk assessments for staff members, ensuring they are up to date, compliant with relevant guidance and all stakeholders are informed of their responsibilities

• Make referrals of staff to occupational health as required and oversee the coordination of any reasonable adjustments as recommended by occupational health

• Develop and manage the Staff Wellbeing Plan
